This is usually caused by a settings inside of Outlook Express to automatically disconnect after sending and receiving.
If you are using Outlook Express 4, click on the Tools menu, then choose Options. Click on the Dialup tab. Make sure Hang up when finished sending, receiving, or downloading is NOT checked. Click OK. Next click on the Tools menu again, then choose Accounts. Highlight your account in the list, then click the Properties button. Click on the Connection tab. If you have Connect using my phone line selected, make sure the correct connection is selected in the box under Use the following Dial-Up Networking connection. Click OK.
If you are using Outlook Express 5, click on the Tools menu, then choose Options. Click on the Connection tab. Make sure Hang up after sending and receiving is NOT checked. Click OK. Next click on the Tools menu again, then choose Accounts. Highlight your account in the list, then click the Properties button. Click on the Connection tab. If you have Always connect to this account using checked, make sure the correct connection is selected in the drop down box. Click OK.
