Back in stock notifications are sent to customers with pending notification requests in the following cases:

1) When the "In stock" value is updated from the Edit Product screen in the admin area.
2) When "Quantity" values are updated from the Products Listing screen in the admin area.
3) When "Quantity" values are imported with updated inventory counts via the "Import data" screen in the admin area.
